Virgil grew up in northwest Missouri but graduated from the University of Kansas in 1966 with a BA degree in Political Science. He was then commissioned a 2nd lieutenant in the US Marine Corps, serving for the next four years as a Marine Infantry Officer, including 13 months in 1967-1968 in Vietnam with the 2nd Battalion, 9th Marine Regiment (2/9).
Virgil resigned his Marine commission in 1970 to begin his career as an FBI Special Agent. Over the next 27 years, he was assigned at various times to the Detroit, San Francisco, New York City, Richmond, and Knoxville Field Offices. He also served two tours at FBIHQ in Washington, DC. When he retired from the FBI in January 1998, he was serving as the Special Agent in Charge of the Knoxville Field Division. During his FBI career, Virgil graduated from the Defense Language Institute, Monterey, CA; the Federal Executive Institute, Charlottesville, VA; and the FBI’s Executive Development Institute. He also earned a Master's Degree from Long Island University, Greenvale, NY.
After retiring from the FBI, Virgil established his own security consulting business which has taken him all over the US as well as to Japan and Brazil. Virgil also became a contract assessor for the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) in 1998 and was shortly thereafter approved as a team leader. He has since led teams of assessors conducting assessments on more than 40 law enforcement agencies at the local, state and federal levels, including some of the largest law enforcement agencies in the US, as well as law enforcement agencies in Canada, Barbados, and Mexico.
Virgil is active in numerous community and veterans’ organizations and has held leadership positions in most of those organizations.
Virgil and his wife have two grown children and three grandchildren.

I was born 24 May 1932 in Huron Ohio. I enlisted in The Corps 7 July 1952. I served at, MCRD P I, Camp Lejune, Quantico, and the Pentagon. After returning to Ohio I founded the Sandusky Computer Center and served as General Manager and CEO, retiring in 1976. I was a Sr. Exec. with The Toledo Trust, Knoxville’s Park National Bank, and First American Corp, retiring in 1987. Having failed retirement twice, I served as Vice Pres. of Operations for Clintrials Research, retiring in 1995. During my career I served as Pres. of The Erie County Chapter, and Treasurer of The Middle Tennessee Chapter, of American Heart. I serve as Trustee and Investment Officer for the Pilot Trust, Boulder CO. and Treasurer of CalWood Educational Center, Jamestown CO., a non-profit Environmental Education Center for under privileged children. My wife, Mary Ellen of 51 years and I currently reside in Tellico Village.

Enlisted in the Marine Corps in April 1964. Promoted to PFC at graduation from Parris Island recruit training. Served in the Ready Reserves with 104th Rifle Company, 6th Motor Transport Battalion and MACS until April 1970. Currently has his own CPA firm in Knoxville TN.
